Éibhear Hattori is an elven master blacksmith who initially operates a dumpling shop in Novigrad. He is the only blacksmith in the base game capable of crafting Mastercrafted weapons, offering master-level weapon crafting, repairs, and shop services after completing his prerequisite questline.
