Found patrolling the lower staircases and camps in the ruins.

Tips

Bring Ancient Arrows or use Revali's Gale to bypass the tight choke points patrolled by Guardian Skywatchers.
Follow the pools of Malice up to the Malice Eyeball and destroy it to clear blocked pathways to the tower.
