Sky Haven Temple is an ancient Akaviri fortress that serves as the headquarters for the Blades. You enter the temple alongside Delphine and Esbern to inspect Alduin's Wall during the main quest "Alduin's Wall". Once Esbern interprets the wall's prophecy, the temple becomes accessible as an active Blades base.

The Blood Seal requires the Dragonborn to activate it by dripping blood onto the floor circle, which opens the massive carved stone face leading into the temple interior.

Tips

Dragonbane is a leveled unique weapon, meaning its base damage and enchantment potency depend on your character's level when you first enter Sky Haven Temple.
The exterior courtyard features a word wall that teaches a word of the Dragon Aspect shout if you have the Dragonborn expansion, or a standard shout wall for the base game.
Take your time looting the armory, as all the Blades equipment is free to take without it counting as stealing once you officially enter with Delphine and Esbern.
