During the Unmoored World, Bakbattahl serves as a primary evacuation hub where you must complete the quest "Civil Unrest" to convince the citizens to flee to the Seafloor Shrine. A massive dragon-like brine manifestation, the red beam trial, will also emerge just outside the city's bounds.
