The short version
What matters
- •Keep Kasuga's Peerless Resolve active at all times during the Yosuke Tendo encounter to safeguard against sudden one-hit defeats from God's Right Hand.
- •Bring lightning-based attacks such as the Fortuneteller's Fulminating Forecast to rapidly wipe out gauntlet crowds and exploit weaknesses on both Tendo and Aoki.
- •Equip instant-kill prevention gear like Curse Substitute on Kasuga and your healers before triggering the elevator beyond the Sky Restaurant.
Common mistakes
- •Stepping into the Millennium Tower ground floor under Level 57 or Job Level 28, which traps you inside an end-game gauntlet without the ability to leave and grind.
- •Focusing all your damage on Aoki's summoned bodyguards during the campaign stage fight instead of bursting Aoki directly with blunt and electric attacks.
- •Neglecting to search the ground floor lobby and office floors for stat uppers, high-tier crafting metals, and equipment before triggering the penthouse elevator.

Final Preparations in Kamurocho
When you confront Governor Ryo Aoki during his street campaign speech in Kamurocho, head to Earth Angel in the Champion District to finalize the infiltration strategy with Nick Ogata. Afterwards, walk southwest to New Serena on Tenkaichi Street to meet Date and rest for the night before heading out to Taihei Boulevard the next morning.
Tip: If your party falls below Level 57–60 or Job Level 28+, return to the Kamurocho Underground Dungeon, Sotenbori, or Isezaki Ijincho to train before committing to the finale.
Watch out: Choosing "OK" / "Enter" at the front doors of the Millennium Tower triggers a point of no return that seals you inside until the credits roll.

Lobby Infiltration
Step through the front entrance onto the Millennium Tower Ground Floor / Lobby and engage the initial line of Tokyo Omi Alliance guards. Before taking the elevator up, scour the lobby floor to collect the Mysterious Fruit, Mysterious Stone, Hand Grenade, and Modded Model Gun, then pop open the safe holding the Tactical Helmet.
Key fight: Tower Gauntlet (Trash Mobs)Tip: Wipe out crowds of Tokyo Omi guards quickly using wide area-of-effect abilities such as Fulminating Forecast, Essence of Mayhem, or Eri and Zhao's multi-target attacks.
Watch out: All items on this floor become permanently missable once you finish the story and clear the game.

Office and Transition Ascent
Push through Floor 13's office partitions, server stations, and corridors while fighting off Tokyo Omi hitmen, then advance along the mid-level emergency stairs, break areas, and rest spots. Thoroughly loot the offices, corridors, and safes across these floors to gather First Aid Kit, Complete Recovery Medicine, Cold Medicine, Sobering Turmeric Pill, Mental Upper, Attack Upper, Heal Upper, Strong Ferroalloy, Tungsten, Dazzling Aluminum, High Quality Heavy Metal, High Quality Leather, High Quality Lumber, Gold Bar, and Gold Stag Beetle.
Key fight: Tower Gauntlet (Trash Mobs)Tip: Make full use of the Recovery Points situated in the transition stairwells to restore HP and MP without burning through your stock of restorative items.
Watch out: Clearing the story and rolling the credits locks you out of looting any skipped office containers and pickup items.

Sky Restaurant Staging Area
Navigate through Floor 54's fine-dining Sky Restaurant and proceed toward the heliport transition to reach the final elevator foyer. Before interacting with the elevator doors leading to the top floor, take advantage of the adjacent Recovery Point to heal and organize your equipment.
Tip: Select "Hold back" at the elevator prompt to stay in the foyer so you can swap your party setup, adjust jobs, and ensure an Idol like Saeko or Eri is on hand for group healing.
Watch out: Selecting "Proceed" immediately triggers the final sequence of three straight boss encounters without any further chance to freely explore.

Duel with Yosuke Tendo
Ride the elevator up to the Arakawa Family Office Penthouse to battle Ryudo Family Patriarch Yosuke Tendo. When his health drops under 50%, endure his dragon aura phase and survive his charged 'God's Right Hand' instant-KO punches by keeping Kasuga protected at all times.

Once Aoki flees the first brawl, trade blows with Masato Arakawa as Freelancer Kasuga until the battle concludes and the credits roll.
Key fight: Boss: Ryo Aoki & Tokyo Omi Reinforcements Key fight: Final Boss: Masato Arakawa (1-on-1 Duel)Tip: In the initial clash, focus electric and physical attacks directly on Aoki to trigger his retreat rather than getting bogged down fighting his summoned bodyguards.
