The Legend of Zelda: Majora's Mask guide · After arriving at Snowhead

Goron Village is initially frozen over in a harsh winter, but melts back to spring after you defeat Goht at Snowhead Temple. While frozen, you learn the Goron Lullaby from the Goron Elder's crying child to open the path to Snowhead. Once spring arrives, you can clear the Goron Powder Keg challenge and access Biggoron to buy massive explosives.

Defeating Goht melts the ice across the village, revealing Medigoron's bomb workshop and a Deku Scrub merchant selling to Gorons.

Goron Village Deku Scrub: Green Potion for 10 Rupees; trades you his Deku Flower for the Swamp Title Deed
Medigoron: Sells Powder Kegs to certified Gorons for 100 Rupees each (first one is given for completing his test)
Goron Shop (Frozen): Red Potion (80 Rupees), Arrows (40 Rupees), Bombs (40 Rupees)
Goron Shop (Spring): Red Potion (50 Rupees), Arrows (40 Rupees), Bombs (40 Rupees)

Tips

Hot Spring Water cools down and turns into ordinary water quickly, so roll as a Goron to transport it swiftly from the cavern to the frozen Elder.
You must be in Goron form to carry and throw Powder Kegs, as they are too heavy for normal Link.
