After leaping down the long shaft behind the Historical Society, James descends through endless vertical drops into the Toluca Prison complex. Navigating its labyrinthine cell blocks, yards, and execution chambers requires collecting various animal-themed weights to balance the central Scales of Justice and unlock deeper zones. Solving the environmental puzzles and surviving the heavily guarded corridors eventually leads to the execution yard gallows and the descent into the Labyrinth.

Tips

You must repeatedly balance pairs of animal weights on the Lady of Justice scale in the central courtyard to trigger different doorway releases across the prison blocks.
Conserve shotgun and rifle ammunition for tight dead-ends, as several long cellblock corridors funnel multiple ambushing enemies at once.
Turn off your flashlight when searching narrow cell aisles to spot hidden Mannequins before they trigger their surprise attacks.
